Notice of the National Development and Reform Commission on the Price Policy of Photovoltaic Power Generation Projects in 2018

Development and Reform Commission, Price Bureau, Energy Bureau, Poverty Alleviation Office of all provinces, autonomous regions and municipalities directly under the Central Government, State Grid Corporation of China, China Southern Power Grid Corporation and Inner Mongolia Electric Power Corporation:

In order to implement the requirements of the Energy Development Strategic Action Plan (2014-2020) of the General Office of the State Council on the gradual decline of the new energy benchmark grid price, reasonably guide the new energy investment, and promote the healthy and orderly development of the photovoltaic power generation industry, it is decided to adjust the 2018 photovoltaic power generation benchmark grid price policy. After consulting with the National Energy Administration, we hereby inform you of the following matters:

1、 According to the current technological progress and cost reduction of the photovoltaic industry, the benchmark on grid prices of photovoltaic power stations put into operation after January 1, 2018 will be reduced. The benchmark on grid prices of Class I, II and III resource areas will be adjusted to 0.55 yuan, 0.65 yuan and 0.75 yuan per kilowatt hour (tax included). Since 2019, all photovoltaic power generation projects included in the annual scale management of financial subsidies will implement the corresponding benchmark price according to the time of operation.

2、 For distributed photovoltaic power generation projects that are put into operation after January 1, 2018 and adopt the mode of "self use and surplus online", the subsidy standard for full energy consumption will be reduced by 0.05 yuan, that is, the subsidy standard will be adjusted to 0.37 yuan per kilowatt hour (tax included). Distributed photovoltaic power generation projects adopting the "full online" mode shall be implemented according to the price of photovoltaic power stations in the resource area. The self consumption of distributed photovoltaic power generation project is exempted from various government funds and surcharges, system reserve capacity fees and other related grid connection service fees collected with the electricity price.

3、 Benchmark price of village level photovoltaic poverty alleviation power stations (0.5 MW and below) and electricity subsidy standard for household distributed photovoltaic poverty alleviation projects remain unchanged.

4、 All new energy power generation enterprises and power grid enterprises shall truthfully and completely record and keep the information about the online trading electricity, price and subsidy amount of relevant power generation projects, accept the supervision and inspection of relevant departments, and submit the relevant data to the National Renewable Energy Information Management Center before the 10th day of each month. The competent price departments at all levels should strengthen the supervision on the implementation of new energy grid price and the settlement of electricity price surcharges, and urge the implementation of relevant grid price policies.

5、 Local governments are encouraged to carry out the reform of nearby distribution price of photovoltaic power generation and the pilot of market-oriented bidding pricing in accordance with relevant national regulations, and gradually improve the mechanism of price discovery through the market.

6、 The above provisions shall be implemented from January 1, 2018.
